Kind of seems like a waste of paper. People who throw gum on sidewalk / stick under tables won't bother. People who put it in trash cans don't need a paper if it is going into a plastic trash bag. That mostly leaves people who want to stop chewing the gum when not near a trash can. And I've never not been able to find a bit of tissue or something put the used gum in. Especially if I'm buying a bulk container of gum which suggests a person who chews a lot and would know their routine.
